In the newly cool Penn Quarter, Citronelle’s casual sister is full of blond wood, illuminated wine racks, and splashes of chartreuse, aubergine, and gold. It’s too sleek to feel like a bistro. Still, chef Michel Richard’s food is comfortingly familiar—French classics such as onion soup, frisé and lardon salad, and steak frites share menu space with bangers and mash, fish-and-chips, and fried chicken—and the budget-friendly wine list is a welcome surprise. Weekday lunches and happy hours are the best times to spot politicos and D.C.’s elite.
